Federal Agency Told to Pay District In Mississippi for Katrina Damage

An arbitration panel says the Federal Emergency Management Agency should give the Bay St. Louis-Waveland school district in Mississippi a $6.9 million Hurricane Katrina disaster grant.

The district wants the money to repair damages at schools, and has already received $59 millions in grants. According to the arbitration opinion, FEMA said there was no proof Katrina caused some of the damage to roofs and windows, and it claimed siding could be repaired instead of replaced.

The arbitration panel disagreed, saying the damages were caused by the 2005 storm. The panel ordered FEMA to pay for the replacement of metal roofs at a high school and a middle school, windows at the middle school and an elementary school, and siding at the high school.
