Most states have made incremental progress in enrolling more 3- and 4-year-olds in preschool education programs, but wide racial and socioeconomic gaps remain, according to the latest Kids Count analysis by the Baltimore-based Annie E. Casey Foundation. For example, while 52 percent of Asian-American 3- and 4-year-olds attended preschool nationwide in 2012, 63 percent of Hispanic students, 59 percent of Native American students, and 51 percent of black and white students did not.
