Bush Picks Cross for E.D. Research Post

President Bush said last week that he would nominate Christopher T. Cross to be the Education Department’s assistant secretary for educational research and improvement.

Mr. Cross, currently vice chairman of Macro Systems Inc., of Silver Spring, Md., was previously a staff member of the House Education and Labor Committee and deputy assistant secretary for education legislation in the former Department of Health, Education, and Welfare.

Mr. Cross also has been a visiting fellow at the Center for Excellence in Government, and president of the University Research Corporation of Bethesda, Md.

In his book The Thirteenth Man, former Secretary of Education Terrel H. Bell wrote that he had chosen Mr. Cross to be his undersecretary, but the appointment was blocked by officials of the Reagan White House.

Also last week, Mr. Bush announced his choice of Thomas E. Anfinson as deputy undersecretary of education for management, succeeding Patrick Pizzella.

Mr. Anfinson has served since 1986 as chairman of the Federal Prevailing Rate Advisory Committee at the Office of Personnel Management.
