Civil rights. The Secretary of Education announced, in the July 27 Federal Register, that the Education Department is accepting comments on the proposed FY 1984 annual operating plan for its Office for Civil Rights. Intergovernmental Advisory Council on Education. The Education Department announced, in the Aug. 12 Federal Register, two meetings of the Intergovernmental Advisory Council on Education on Aug. 31 and Sept. 1 in Washington. The Aug. 31 meeting, during which candidates for the position of the council’s executive director will be interviewed, will be a closed to the public. The Sept. 1 meeting (9 A.M.-3 P.M.) will be open to the public and will take place in the DuBois Room of the Horace Mann Learning Center (Room 1130) of the Education Department, 400 Maryland Avenue, S.W., Washington. Migrant education. The Education Department published, in the July 29 Federal Register, final regulations that govern grants under the Migrant Education Interstate and Intrastate Coordination Program, which is authorized under the Education Consolidation and Improvement Act of 1981. This program provides financial assistance to state educational agencies for projects to improve the coordination of certain migrant-education activities. National Advisory Council on Bilingual Education. Special-education grants. The Education Department announced, in the Aug. 24 Federal Register, that it is accepting applications for noncompeting continuation projects under the Training Personnel for the Education of the Handicapped program. Applications may be submitted by state educational agencies, institutions of higher education, and other non-profit institutions or agencies. The purpose of the program is to improve the quality and increase the supply of special-educators and support personnel. Applications are due on or before Sept. 30, 1983.
