Rosa E. Blackwell is the new superintendent of the Cincinnati school district. She replaces Alton Frailey, who left to become the superintendent of the 7,600-student DeSoto, Texas, school district.
Ms. Blackwell, 57, has been the 37,800-student district’s interim superintendent since January. An employee of the Cincinnati public schools since 1972, she most recently served as deputy superintendent.
As interim superintendent, Ms. Blackwell earned $180,000. Her new salary is still under negotiation.
