Thomas M. Broitman is the new chief operating officer for the Arlington, Va.-based National Board for Professional Teaching Standards. Mr. Broitman, 56, was previously the executive director of the Graduate Management Admission Test program at the Educational Testing Service in Princeton, N.J.
