Assistant Superintendent of Learning Services, Joplin Schools, MO
Sarah Mwangi serves as the Assistant Superintendent of Learning Services for Joplin Schools, where she focuses on improving student outcomes through research-based literacy practices. Sarah has led initiatives such as LETRS® professional development and the implementation of the 95 Percent Group’s Tier 1 Phonics Core Program® in grades K-5. Her work emphasizes aligning tiered interventions with core instruction to support all learners, particularly in addressing challenges like student mobility. Drawing on her experience as both a teacher and administrator, Sarah is dedicated to creating practical, data-driven strategies that empower educators and build a strong foundation for student success.
Libbie Burd
Coordinator for Elementary Curriculum & Instruction, Joplin Schools, MO
Libbie Burd has served as an educator with Joplin Schools for 19 years holding roles as a classroom teacher, Literacy Specialist, and Instructional Coach. Libbie currently serves as the Coordinator for Elementary Curriculum & Instruction.

She is a respected literacy expert, a published author, and presents nationally and internationally.
