Under the No Child Left Behind law, all students must reach proficiency on state exams by 2013-14. But in these highest- and lowest-performing states on the National Assessment of Educational Progress, the 2003 results on the national exam often bear little relationship to state test results for the same year.

Note: For each subject and grade, states with the highest and lowest percentages of students scoring at or above “proficient” on NAEP, with corresponding state achievement data, were used for comparison. Full state-by-state numbers are available in the Student Achivement table.
