The No Child Left Behind Act requires states to penalize Title I schools that consistently fail to make “adequate yearly progress.” Far fewer states have rewards and sanctions for all their public schools, and fewer still apply Title I sanctions, such as transfers.
Notes: Data represent the 2004-05 school year. The District of Columbia is included in the analysis.
Total state count=51. States are counted only if accountability measures are applied to both Title I and non-Title I schools.
