Kevin M. Maxwell has been named the superintendent of the 74,000-student Anne Arundel County public schools in Maryland. Mr. Maxwell, 54, is currently a community superintendent in the 139,000-student Montgomery County, Md., school district, where he oversees a part of the district that includes 27,000 students.
