Teacher quality is the most important school factor influencing student achievement, but there is no specific factor that can predict whether a teacher will be successful, according to a report from the Center for American Progress.

The report from the Washington-based think tank suggests that a specific credential, such as teacher certification, or a particular characteristic cannot be used to determine whether a teacher can provide high-quality instruction. It says, however, that teacher-pay reforms have the possibility of attracting top-quality candidates to the classroom.
