Gov. Rick Perry of Texas has set aside $10 million for a new program to reward successful teachers working in low-achieving and difficult-to-staff schools.

In an executive order issued Nov. 2, the Republican governor created the program that will award $100,000 each to 100 schools serving high numbers of children from low-income families.

The Texas Education Agency will select the schools based on their success at raising student test scores. At least 75 percent of a school’s grant must go to “compensation for classroom teachers,” the executive order said.

The program is similar to one that had been included in a school improvement bill that failed to clear the legislature earlier this year, Mr. Perry said in a statement. Federal money will pay for the program, he said.
