Wisconsin Governor Vetoes Bill to Raise Voucher Cap

Wisconsin Gov. James E. Doyle has vetoed a bill that would have raised the cap on enrollment in Milwaukee’s voucher program to 16,500 students beginning this fall.

The Democrat quietly vetoed the measure April 29, two days after the Republican-controlled legislature delivered it to his desk on the 15th anniversary of the program.

The state-financed program enables low-income Milwaukee students to attend private secular or religious schools in the city with vouchers worth up to about $6,000.

Current law limits participation to 15 percent of enrollment in the city’s public schools, or around 14,700 students this school year. School officials predict the cap will be hit in the upcoming school year.
