More than 1 million youths ages 16 to 19 are not enrolled in school and do not have a high school diploma, says a report that makes a case for stepping up dropout-recovery efforts.
The report, released by the National Governors Association, recommends four strategies for re-engaging youth who have left school: reduce the dropout rate, use data to identify dropouts, provide flexible and high-quality school options for recovered dropouts, and use financial incentives to encourage schools to ramp up the focus on dropout recovery.
